The staircase to Phra That Doi Leng, popularly known as the "Naga Staircase," is the primary pedestrian route for pilgrims ascending to the white stupa on the mountain peak. Construction officially began with a foundation stone-laying ceremony on November 2, 1998, presided over by Phra Maha Phothiwongsachan. The staircase is 2 meters wide and approximately 180 meters long, consisting of 399 steps. This auspicious number of steps represents the spiritual perseverance required for pilgrimage. The rails are adorned with intricate green Naga serpents with gold accents. Ascending this staircase is central to the "Kuen Doi Leng" tradition, allowing devotees to cultivate mindfulness and effort before reaching the summit where the Buddha is said to have "gazed" (Leng) upon Phrae.
