The person honored in the monument is "Phra Sri Phanom Mat", also known by his original name, Thongdee Sri Phanom Mat. He was a significant figure in Lablae's local history, playing a crucial role as both a leader and a key contributor to the development of Lablae during the early days of Thailand's regional administrative system.
In the past, he was a wealthy Chinese merchant with skills in trade and management. He was trusted by the government of that era to play a role in local governance. He was widely respected for his systematic approach to town development, including community organization, improved transportation, and support for the agricultural economy of the Lablae river basin, a fertile area suitable for cultivation.
Phra Sri Phanom Mat played a vital role in supporting the development of the town's infrastructure, such as the construction of irrigation canals and water management for agriculture. This helped Lablae achieve stable agricultural production, especially for its famous cash fruits such as langsat and native durian varieties, which later developed into renowned Lablae varieties. These developments made Lablae an economically strong and widely known community.

- From Uttaradit town center, take Highway 102 (Uttaradit - Si Satchanalai route) for about 3 kilometers. Turn right onto Highway 1041 toward Laplae District. Follow the main road straight into the heart of Laplae old town; the monument will be clearly visible on the corner of the main intersection.
